The House Defense Modernization Caucus secured multiple provisions in the House Armed Services Committee’s draft of the National Defense Authorization Act for fiscal 2026, including legislation that would expand the military’s AI integration, advance counter-drone operations, and update test and evaluation infrastructure — among other proposals.

Reps. Pat Ryan (D-NY), and Rob Wittman (R-VA) set up the caucus in early 2024 to strategically inform legislation to improve the Defense Department’s adoption of modern software and warfighting capabilities.

“This is what happens when you get industry, academia, and members of Congress who refuse to maintain the status quo together in a room. We’re going to keep pushing as hard as we can,” a senior member on Ryan’s team told DefenseScoop on Friday.

Early this year, Ryan and Wittman formally solicited policy proposals and focus areas from stakeholders across industry and academia to puzzle out the reforms. The caucus also set up a unique portal for modernization-related recommendations.

“We need to put disruptive technologies in the hands of warfighters, we need more competition in the defense industrial base, and we need to cut down pointless red tape and bureaucracy. Congress must be relentlessly focused on providing the U.S. military with the capabilities and capacity necessary to deter our adversaries — we cannot afford complacency,” Wittman said in a statement.

The senior House staffer previewed some of the caucus-inspired inclusions and amendments that made it into the massive defense package.

The NDAA includes language that would:

  • Accelerate the DOD’s counter-unmanned aerial system operations and authorities to protect military operations and other specific locations around the U.S.
  • Add additional reporting requirements to the Authority to Operate (ATO) process and streamline timelines for such approvals
  • Require the Pentagon to develop and maintain a virtual sandbox environment for operational testing and development
  • Require the secretary of defense to brief Congress on the integration of AI and machine learning across the department
  • Empower the Defense Innovation Unit (DIU) to expand outreach and create additional onramp hubs domestically and internationally
  • Direct DOD leadership to submit a plan to accelerate the accreditation, construction, and operational use of commercial Sensitive Compartmented Information Facilities (SCIF) accessible to industry
  • Seek to streamline and simplify the requirements for a modular open system approach to the design and development of a major weapon system.

“This didn’t happen overnight,” the senior official said. “This was a collaborative process over the course of many months, and it’s truly only just the beginning of what we can accomplish in the future.”

Beyond Ryan and Wittman, they said other members of the caucus who serve on HASC and helped champion these and additional efforts include: Reps. Seth Moulton (D-MA), Chrissy Houlahan (D-PA), Chris Deluzio (D-PA), Don Bacon (R-NE), John McGuire (R-VA), Pat Fallon (R-TX), George Whitesides (D-CA), Maggie Goodlander (D-NH), Wesley Bell (D-MO) and Mark Messmer (R-IN). 

“Stay tuned, because we’re only just getting started,” Ryan said in a statement.

The combatant command responsible for overseeing American military operations in the Middle East has a new chief data officer.

Cyrus Jabbari stepped into the CDO role at U.S. Central Command in May, but his hiring wasn’t officially announced by the organization until this week.

In his new position, Jabbari will “oversee the strategic integration of data-driven solutions to enhance operational effectiveness across CENTCOM’s area of responsibility,” according to a press release.

Centcom has been on the cutting edge of U.S. military technology adoption. It has three units — Task Force 59 under Naval Forces Central Command, Task Force 99 under Air Forces Central, and Task Force 39 under Army Central — that in recent years have been experimenting with and deploying emerging tech such as AI and machine learning, data analytics, unmanned systems and cloud computing. The command has also adopted tools like the Maven Smart System to aid decision-making.

Jabbari isn’t a newcomer to the Defense Department. He previously served as the first-ever CDO in the Office of the Undersecretary of Defense for Research and Engineering. In that role, he was charged with developing, managing and overseeing implementation of data policies across the Pentagon’s R&E enterprise, including for organizations such as the Defense Advanced Research Project Agency (DARPA), Missile Defense Agency, Defense Innovation Unit (DIU), Test Resource Management and Defense Technical Information Center, among others, according to his LinkedIn profile.

At the R&E directorate, he also chaired the Transition Tracking Action Group, which was stood up in February 2024 to boost DOD’s ability to keep tabs on, manage and make smart investments in technology transition efforts across the Pentagon’s vast capability development enterprise, all the way from the early stages of R&D to fielding, according to a press release.

The action group enabled “a new approach to technology portfolio management that leverages advanced data analytics and artificial intelligence to provide DOD officials with the insights [they need] to make informed, innovative decisions,” Jabbari said in a statement last year.

Prior to that, Jabbari supported the Pentagon as a data and analytics lead at ANSER, a non-profit corporation that develops solutions for clients in the national security community, according to his LinkedIn profile.

“Thrilled to officially welcome a fantastic partner Cyrus J. to the team — it’s amazing when the right people end up on the right team and in the right position for the right mission at the right time — magic happens,” Centcom Chief Technology Officer Joy Angela Shanaberger said in a LinkedIn post Tuesday night.

In a separate statement, she said she was “confident his expertise will be a game-changer in our efforts to harness the power of data to drive warfighter-centric innovation across United States Central Command.”

“Joining CENTCOM is both a professional honor and personal calling. This command stands at the forefront of operational experimentation and complexity — where decisions must be made faster, with greater precision, and under immense pressure,” Jabbari said in a statement. “CENTCOM is where data must drive action and where data is valued as a warfighting asset. A lot of great leadership has put CENTCOM on the right path, and I am honored to carry us into our next phase of accelerating data capabilities for ever-pressing missions.”

The position of Centcom CDO was previously held by Michael Foster. He left the command in December near the end of the Biden administration and is currently chief data engineer at Raft, a defense technology company, according to his LinkedIn profile.

Secretary of Defense Pete Hegseth issued a new directive Thursday aimed at shaking up the Pentagon’s procurement system and quickly ramping up its arsenal of unmanned aerial systems.

The memo “Unleashing U.S. Military Drone Dominance,” addressed to senior Pentagon leadership, combatant commanders and directors of defense agencies, referred to uncrewed systems as “the biggest battlefield innovation in a generation.”

“Our adversaries collectively produce millions of cheap drones each year. While global military drone production skyrocketed over the last three years, the previous administration deployed red tape. U.S. units are not outfitted with the lethal small drones the modern battlefield requires,” Hegseth wrote.

The directive calls for approving “hundreds” of American products for purchase by the U.S. military, arming combat units with a variety of “low-cost drones made by America’s world-leading engineers and AI experts,” and more widely integrating UAS into training exercises.

Here are some key deadlines that the SecDef laid out for Pentagon leaders:

  • No later than Sept. 1, the Army, Navy, Marine Corps and Air Force must establish “deliberately screened, active-duty experimental formations purpose-built to enable rapid scaling of small UAS across the Joint Force by 2026, prioritizing initial fielding to U.S. lndo-Pacific Command units,” per the memo. “Within 30 days, the Office of Strategic Capital and Department of Government Efficiency will present options, including advance purchase commitments, direct loans, or other incentives … that accelerate the growth of the U.S. industrial base to outfit our combat units with cheap and effective U.S.-made UAS. To maximize these investments, each Military Service will establish, resource, and empower unsubordinated program offices solely focused on UAS, with an immediate priority towards small UAS. These program offices will compete to determine best practices in rapid acquisition and industry engagement with operational units. Drone dominance is a process race as much as a technological race. Major purchases shall favor U.S. companies, informed by Blue List ratings and strategic guidance.”
  • By Jan. 1, 2026, responsibility for publication and maintenance of the Blue List of DOD-approved unmanned aerial systems, components and software will be transferred from the Defense Innovation Unit (DIU) to the Defense Contract Management Agency. “The Blue List will become a digital platform that will continuously update an aggregate list of all certified U AS parts and systems, those with follow-up requirements, the latest user ratings, and all vendors approved to certify UAS parts and systems for the Blue List. The DCMA and the DIU will inform and align vendors on evolving Blue List expectations and develop a ratings system to identify best-in-class systems across the Joint Force. The Blue List will be dynamic, retaining all previous component and supply chain findings, and including updated performance evaluations from testing and key lessons learned from training. The Blue List will be searchable using artificial intelligence tools,” according to the memo.
  • Within 60 days, the secretaries of the military department have been tasked to identify programs that would be more cost-effective or “lethal” if replaced by drones.
  • Within 90 days, the secretaries of the military departments, in consultation with the Pentagon’s research and engineering directorate, have to jointly designate “at least three national ranges, with diverse terrain (including at least one with over-water areas) for deep UAS training, with low/no inter-service cost transfer,” per the memo, which noted that units operating UAS will “access DoD grounds with abundant airspace and spectrum allocation.”
  • Next year, Hegseth said he expects to see UAS capabilities integrated into “all relevant combat training, including force-on-force drone wars.” And by 2027, all major training events across the Department must integrate drones.
  • By the end of 2026, “every squad” is to be equipped with “low-cost, expendable drones,” with priority going to Indo-Pacific combat units.

“Our adversaries have a head start in small UAS, but we will perform a technological leapfrog and establish small UAS domain dominance by the end of 2027. We will accomplish this urgent goal by combining the Nation’s best qualities, including risk-taking. Senior officers must set the tone. Accelerating this critical battlefield technology requires a Department of War culture,” Hegseth wrote.

The Silicon Valley-headquartered Defense Innovation Unit released a new solicitation Wednesday for unmanned underwater vehicles, including “one-way attack” systems.

Via its commercial solutions opening contracting mechanism, DIU is trying to find solutions that meet the U.S. military’s need for undersea kamikaze drones and UUVs that can be launched from submarines.

To address the first challenge, the organization is looking for hunter-killer systems that can be deployed from a government-provided platform or pier.

“The host vessels can either be surface or housed subsurface and most likely be uncrewed. The vehicle must be able to deliver a payload with the speed and endurance necessary to hone in and interdict a static or moving target,” per the solicitation for low-cost “undersea effectors.”

The Defense Department is aiming to acquire systems that are about 12.75 inches in diameter, 120 inches in length, and less than or equal to 800 pounds while equipped with government-furnished payloads.

To address the second challenge, DIU is also on the hunt for UUVs that can be launched and recovered via a torpedo tube without the need for drivers.

“The Vehicle should operate for at least 2 days and/or 120 nautical miles while operating with a payload,” officials wrote. “The proposed UUV should be able to support multiple communication pathways to the host submarine. Tethered options will be considered. Accurate long-range navigation systems limiting the need for GPS, transponders, or bottom lock is preferred.”

The system must not be more than 21 inches in diameter and 256 inches in length, according to the solicitation.

DIU noted that the DOD has a critical need for “affordable small and medium” UUVs that can perform intelligence, surveillance and reconnaissance, and expeditionary missions.

“Current and legacy systems are designed to be multi-mission, exquisite systems requiring long production timelines, significant training, reconfiguration prior to mission, and technical experts to process data. However, there are situations where a single use, mission specific UUV can be more desirable to the end user in the kinetic, ISR, and expeditionary domains,” officials wrote.

DIU has played a major role in the Pentagon’s Replicator initiative, which aims to add thousands of low-cost uncrewed systems and counter-drone platforms to the U.S. military’s arsenal. The solicitation released Wednesday didn’t explicitly say whether it was tied to Replicator efforts, but it appears to be focused on those types of technologies.

Industry responses to the solicitation are due July 24.

The DOD is looking to award other transaction agreements.

“Companies are advised that any prototype OT agreement awarded in response to this [effort] … may result in the award of a follow-on production contract or transaction without the use of further competitive procedures. The follow-on production contract or transaction will be available for use by one or more organizations in the Department of Defense and, as a result, the magnitude of the follow-on production contract or agreement could be significantly larger than that of the prototype OT,” officials wrote.

While the Trump administration’s recently-issued executive order on “Unleashing American Drone Dominance” places a sharp focus on civilian use of unmanned aircraft, the new policy also includes multiple provisions that could have implications for Pentagon and military personnel.

“The Department of Defense must be able to procure, integrate, and train using low-cost, high-performing drones manufactured in the United States,” President Donald Trump wrote in the directive.

This new EO comes at a time when autonomous systems are increasingly proving to be game-changing on contemporary battlefields. Yet despite major investments, all of America’s military services are confronting serious challenges in adopting and deploying different-sized and affordable drones for widespread use.

DefenseScoop asked former defense officials and national security experts to share their analyses regarding the order, in separate conversations following its release last month.

“At first glance, the EO is directionally sound — it signals a strategic interest in accelerating the adoption of commercial unmanned aerial systems in the U.S. and reducing barriers to their use, particularly for testing and training,” Lauren Kahn, senior research analyst at Georgetown University’s Center for Security and Emerging Technology, said. “That’s a positive step.”

David Rothzeid — a venture investor at Shield Capital, Air Force reservist and Defense Innovation Unit alum — echoed that sentiment, saying he views the EO “as a positive and timely move that supports both national security and the U.S. innovation ecosystem.”

“It sends a meaningful demand signal to American entrepreneurs and primes the broader market to accelerate development,” he told DefenseScoop. “That said, although the EO is well-aimed, its long-term impact will depend on execution.” 

A longtime procurement official, Rothzeid previously led acquisition pathways at DIU. He argued that the DOD at this point needs to “avoid repeating past mistakes where adversaries seized technological leads due to” slow adoption and over-classification postures at the Pentagon. 

“For example, the proliferation of Chinese-created DJI drones in both consumer and defense sectors continues to exacerbate our domestic sourcing. By failing to incubate and scale domestic alternatives earlier, we inadvertently ceded a portion of the Group 1 UAV market to foreign influence,” Rothzeid said, referring to drones on the small end of the spectrum.

Tucked into the new EO is a line that directs the department and military leadership to identify programs that hold potential to be “more cost efficient or lethal” if replaced by drones — and to submit a report to the president on their findings within 90 days of its publication.

“This is included as almost a throwaway because DOD has been doing that during its budget and strategy review,” Mark Cancian, a senior adviser at the Center for Strategic and International Studies, told DefenseScoop.

He pointed to the Army terminating its Apache attack helicopter replacement program, noting that determination was “likely driven by a desire to use drones.”

“Other examples are the large increase in funding for the [Air Force’s] collaborative combat aircraft — a drone that would accompany manned aircraft — and endorsement of the Replicator program, which seeks to develop drone swarms and was started by the Biden administration,” Cancian said.

In Kahn’s view, that specific provision regarding recommendations on drones to replace legacy weapons “risks becoming a box-ticking exercise if services nominate programs they were already planning to retire.”

“However, if taken seriously and used to spur some of the efforts already underway in the department to accelerate the adoption of cheaper, attritable, drones and other precise mass capabilities, it could help rebalance a force still over-invested in costly, vulnerable legacy systems,” she said.

“As Ukraine and Israel have shown in recent days with Operations Spider’s Web and Rising Lion, low-cost UAS can impose asymmetric costs and scale far faster than exquisite platforms — making them strong candidates to replace select ISR, strike, or base defense assets. Still, systems shouldn’t be replaced just for the sake of it; the goal is a high-low mix where attritable drones complement, not supplant, more advanced capabilities,” Kahn told DefenseScoop.

Despite being titled “Delivering Drones to Our Warfighters,” Section 9 of the order spotlights elements that she considers more associated with airspace issues and training — and “less about breaking down challenges the department faces when it comes to acquiring, sustaining, and rapidly scaling UAS, and other emerging capabilities.”

Khan further noted that the EO “entirely overlooks” unmanned surface vehicles, unmanned underwater vehicles, and other autonomous and remotely crewed systems.

Meanwhile, “a welcome provision is the push to allow all platforms on the Blue UAS list to operate on military installations without requiring policy exceptions,” she told DefenseScoop.

Managed by DIU, Blue UAS is a Pentagon program that is designed to help the department rapidly pinpoint and approve secure commercial drones for government use.

“That’s the kind of specific change that can have outsized operational impact by enabling more rapid experimentation and deployment. However, it largely emphasizes access to airspace — an essential and persistent issue, particularly when it comes to deconflicting some of the challenges of airspace above military installations that the DOD itself faces,” Khan said, adding that the directive “largely targets known, second-order problems rather than the deeper, more significant structural barriers the DOD faces when adopting UAS at scale.”

Tom Adams, director of public safety at DroneShield, also said the EO marks a step in the right direction, but suggested more needs to be done.

“[There] were some noticeable gaps in the language related to the authorities for public safety, and critical infrastructure, for example, that I believe is meant to be addressed with more formal legislation,” he said. “I’m looking forward to seeing how Congress tackles this issue that is so crucial to the security of the homeland.”

Rothzeid also spotlighted the directive’s Blue UAS provision in his discussion with DefenseScoop. To him, it’s “critical” for DOD to expand that list and update it with newly approved industry-made capabilities more frequently. 

“There are new players with innovative UAS platforms popping up in the space all the time — and while it’s important to make sure UAS platforms are secure and compliant — being more flexible to let new vendors in will accelerate the pace of innovation by widening the number of platforms DOD can procure rapidly,” he said.

Rothzeid offered several other suggestions, beyond what was covered in Trump’s order, that could help the military more rapidly field combat-ready drone systems. 

He recommended DOD improve companies’ access to testing ranges, particularly for drones that are built or modified to withstand interference from electromagnetic sources for emergency response or other purposes.

“Startups consistently face delays and red tape when trying to test their systems in realistic electromagnetic environments. This is a critical gap, especially considering that several U.S. platforms sent to Ukraine failed due to inadequate battlefield resilience,” Rothzeid said.

He additionally urged the Trump administration to ensure that the demand signal from the new EO is supported by budget allocations in the near term to enable its implementation. 

“Ultimately, policy without procurement falls flat. If this EO is to deliver on its promise, DOD will need to match it with funding, contracting pathways, and accountability to ensure real dollars flow to companies building these next-generation systems,” Rothzeid told DefenseScoop.

The Navy released a new memo issued by its chief technology officer outlining priority areas for future investment by the sea services as they pursue modernization.

The document, dated June 17 and signed by acting CTO Justin Fanelli, noted the need to “accelerate the adoption of game changing commercial technology.”

The list of priorities “can help shape resource allocation decisions across the enterprise,” he wrote, adding that it should serve as a “signaling tool” to industry partners and private capital to inform how they allocate their resources and focus their efforts.

Artificial intelligence and autonomy top the list of “Level 1” technologies in the hierarchy.

“AI and autonomy play a vital role in information warfare by enabling decision advantage and enhancing the ability of human-machine teaming. The DON seeks AI-driven solutions for real-time data analysis and automated decision-making to enhance operational effectiveness,” Fanelli wrote.

Level 2 technologies under this category include capabilities like applied machine learning and natural language processing; model verification and AI risk governance; mission platforms and human-machine interfaces; and edge AI infrastructure and DevSecOps pipelines.

Next on the list is quantum tech, which Fanelli said will transform secure communications, computing and sensing for information warfare. He noted that quantum encryption could protect the department’s networks from adversaries, and quantum computing would boost data processing and cryptographic resilience.

Level 2 technologies in this area include tools such as post-quantum cryptography and quantum-enhanced communication; hybrid quantum-classical architectures; quantum gravimetry and inertial navigation; and “quantum interconnects and cryogenic systems.”

“Transport and connectivity” are third on the list. According to Fanelli’s memo, the Navy is prioritizing advanced networking, secure communications, 5G and FutureG tech to enable real-time data sharing and command and control.

Level 2 technologies under this category include things like 5G and FutureG nodes and mesh architectures; dynamic spectrum sharing and anti-jamming techniques; datalinks and “ship-to-X” mesh networks; and cloudlets and intelligent routing.

Fourth on the list is command, control, communications, computers, cyber, intelligence, surveillance and reconnaissance — also known as C5ISR — as well as counter-C5ISR and space capabilities.

“The DON seeks to integrate advanced sensor networks, improve automated data fusion, and develop resilient space-based architectures to support real-time intelligence gathering,” Fanelli wrote.

Level 2 technologies in this area include capabilities such as multi-INT engines and automated targeting; operational pictures and targeting algorithms; hybrid constellations and positioning, navigation and timing (PNT) from space; and open architectures and multi-coalition information sharing.

Fifth on the list is tech related to cyberspace operations and zero trust.

“Cyber threats are evolving rapidly, making Zero Trust Architecture essential for securing DON information networks. Priorities include advanced cyber defense frameworks, threat intelligence automation, and proactive security measures to counter adversarial cyber operations,” per the memo.

Level 2 capabilities under this category include things like identity and access management — such as attribute-based access control and federated identity systems — micro segmentation and risk-adaptive controls for zero trust, cyber threat hunting and deception, and operational technology (OT) security — such as industrial control system and supervisory control and data acquisition (SCADA) protection and remote access.

“A lot of these areas are mainly being driven by commercial tech,” Deputy CTO Michael Frank said in an interview. “It’s going to be a mix of … traditional defense vendors, traditional primes. But you know, we are really focused on getting some new entrants in, right? So, expanding the defense industrial base, getting some new players on the field. And this is a signal to them. This memo is meant to be a signal to them and what we’re focused on, what our priorities areas are, so they can better make decisions … If you’re an entrepreneur in this area or if you’re a VC who’s looking to invest, you know these are the general areas that we’re looking at.”

The Navy is looking to cast a wide net for new capabilities.

“We’re going to be looking at emerging tech from anybody and everyone who is operating in these areas and developing things in these areas, to include the other players in the defense innovation ecosystem. So, you know, looking at what DIU is doing, partnering with In-Q-Tel and what they are doing, because we want to make sure that we have awareness of all the various efforts across government to reduce waste, to reduce redundant spend, reduce redundant efforts, given the fact that we are operating in a resource-constrained environment, both with money and with people and time and effort and all of that,” Frank said.

The CTO’s office is aiming to accelerate the transition of key capabilities to the Navy and Marine Corps.

“We are absolutely more interested in higher [technology readiness levels],” Frank said. “We are more focused on things that we can start testing, validating and transitioning to the warfighter now.”

The list of priority technology areas is meant to be updated over time, he noted.

“This is a living list, it’s an evolving list. You know these technology areas are not going to be static. I mean, Level 1 will probably not change for a while, but the Level 2 and Level 3 … will and should be regularly updated in order for it to be useful to industry partners,” Frank said.

Pentagon procurement officials who are looking to up their expertise in buying cutting-edge tech for the U.S. military can now apply to join the 2026 Immersive Commercial Acquisition Program fellowship cohort, Defense Innovation Unit officials announced Tuesday.

Next year will mark the fourth iteration of the educational ICAP initiative, which DIU runs in partnership with the Defense Acquisition University. This fellowship is designed to provide DOD’s leading procurement professionals with hands-on experience and virtual training to help them more effectively buy in-demand commercial technologies from non-traditional military contractors. 

“We have other acquisition officers from across the department who can apply to the year-long fellowship with DIU — to learn our process, how we work with industry, and then bring that back to wherever they’re going. And [the next ICAP application] just opened today,” DIU’s Deputy Director for Commercial Operations Liz Young McNally told DefenseScoop during a panel at the Special Competitive Studies Project’s AI+ Expo.

If tapped for the fellowship, personnel will get a chance to work on a variety of real-world, military service-aligned projects alongside a DIU contracting officer, project team and commercial solution providers.

The fellows will also gain in-depth instruction on a flexible contracting mechanism designed for rapid prototyping and acquisition of commercial tech, known as other transaction (OT) authority. That mechanism, as well as DIU’s commercial solutions opening (CSO) solicitation process, helps the Pentagon operate at a pace that is closer to commercial speeds, when buying certain technologies.

Pointing to recent internal DIU stats, McNally said that for roughly 40% of the companies that win a new CSO deal each year, “this is the first time they ever worked with the DOD.”

“We’ve built all of these processes [to accelerate acquisition]. So we’re asking for a problem statement as opposed to a requirement. It’s a short response, right — like a few pages or a few slides, as opposed to something more — very rapid. And [the ICAP fellowship] is one of the processes that we have built to help not just do it ourselves, but then scale it across the department,” she noted.

Defense Secretary Pete Hegseth recently issued new guidance to inform how the Pentagon buys software capabilities. In it, he directed Pentagon officials to prioritize OT and CSO procurement options when purchasing digital assets for the military.

“[DIU is] also working very closely with [the Office of the Under Secretary of Defense for Acquisition and Sustainment] and others in the department to implement the president’s new executive order on acquisition. And programs like that fellowship are a real way that we’re going to be able to help upskill, and train, and drive the culture change required so that we bring in more commercial technology,” McNally told DefenseScoop.

Those who wish to apply for ICAP must be permanent government civilians or active component military contracting officers. Each fellow will produce a capstone project that will serve as a training plan for their home organization, based on what they learn throughout the 12-month program.

Applications will be accepted until July 31. DIU aims to notify selected candidates in September and begin the program in October.

“To ensure our warfighters maintain a decisive advantage, we need contracting professionals who are fluent in both the defense and commercial sectors, and who can help their teammates across the department to develop that same fluency. That is what the ICAP fellowship delivers, and we need to keep scaling it — and its impact — for the department’s critical needs,” DIU Director Doug Beck said in a statement.

The Silicon Valley-headquartered Defense Innovation Unit issued a new solicitation Friday for AI and machine learning applications to boost the performance of the Navy’s maritime operations centers.

The sea service’s maritime operations centers, or MOCs, are part of the Navy’s approach to fleet-level command and control and are expected to be “the center” of how sailors fight in a distributed manner in future battles, according to the CNO Navigation Plan released last year.

“MOCs and the processes they execute, whether in one location or disaggregated, are how fleets convert data into information to deliver decision advantage for the commander. MOCs must be capable of integrating with the Joint Force, Allies, and partners to link our fleet commanders to the range of sensors, shooters, and effectors distributed across the battlespace. To integrate a maneuvering, distributed, information-centric fight requires that we treat MOCs as the weapons systems they are,” then-Chief of Naval Operations Adm. Lisa Franchetti wrote.

She tasked all fleet headquarters, beginning with Pacific Fleet, to have MOCs certified and proficient in command and control, information, intelligence, fires, movement and maneuver, protection, and sustainment functions by 2027.

Franchetti was fired in February by the Trump administration amid a broader removal of senior military leaders at the Pentagon in the early months of President Donald Trump’s second term. Adm. James Kilby has been performing the duties of CNO since then.

Navy leaders have identified AI as a tool that could help commanders and the MOCs.

“One area that can help in that is probably in the area of decision-making, in terms of whether it be AI or some other way of creating an advantage for the commander in terms of that OODA loop that [Pacific Fleet Commander] Adm. [Stephen] Koehler referred to, where we take all this tremendous amounts of data that we have and are able to fuse it quickly into a coherent picture that matches the commander’s timing and tempo and sequencing of events that needs to occur as he or she makes those decisions,” Vice Adm. Michael Vernazza, Naval Information Forces commander, said earlier this year at the WEST conference.

The latest outreach to industry from the Defense Innovation Unit comes via a new solicitation for the Situational Awareness by Intelligent Learning Systems, or SAILS, program.

“U.S. Navy assets generate vast amounts of multi-source tactical data from various platforms, including space-based, shipboard, and airborne assets, as well as unstructured data (intelligence reports, watch logs, etc.) produced by sailors. Currently, Maritime Operations Centers (MOCs) must manage and analyze large volumes of multi-source data generated across the fleet to make critical resource allocation decisions for geographically dispersed fleet and national assets,” DIU officials wrote in a problem statement.

“The Navy seeks commercial AI/ML applications that accelerate the convergence of MOC-destined data inputs (e.g. intelligence reports, satellite-derived data, and existing common operational picture tools, etc.) to improve situational awareness for operators, and optimize existing decision support tools by offering track confidence scoring and real-time recommendations to assist commanders in allocating geographically dispersed resources (e.g. satellites, aircraft, vessels, etc),” they added.

Desired attributes for the technologies include watchfloor workflow automation via connection to third-party software and data platforms through APIs to deliver models developed for MOC use cases; provision of models to generate track confidence scores and threshold-based alerts to end-users; generation of sensor and resource allocation recommendations that take into account communication bandwidth conditions, geographic constraints, sensor reliability, past model performance, watchstander availability and other information to inform MOC commanders of asset availability and readiness; and “natural language-based model tuning that allows MOC end-users to interactively adjust objective functions, factors, and constraints” while ensuring that the model’s decision-making process is “maximally interpretable and/or explainable,” among other characteristics.

Solutions should enable role-based access control and cross-domain data sharing, comply with NIST 800-171 cybersecurity controls, support deployment on government or contractor-provided infrastructure and allow for operations across different classification levels, among other technical attributes, according to the solicitation.

Industry responses to the solicitation are due June 6.

The Defense Innovation Unit announced Monday that 12 new vendors have been added to its Hybrid Space Architecture project, which looks to pilot a space communications architecture integrated with both commercial and government assets by next year. 

Kickstarted by DIU in 2021, the HSA program is developing a space-based architecture that can rapidly deliver critical warfighting data by combining commercial-built technologies with military and civilian space assets. Companies contracted under the program will spend the next year prototyping their capabilities at multiple operational demonstrations to lay the foundation for an operational pilot architecture to be ready by 2026, according to DIU.

While HSA is being led by DIU, the Pentagon’s tech innovation arm is working closely with the Space Force, the Air Force Research Lab, combatant commands and other military organizations on the effort.

“Together with DIU we’re accelerating the integration of commercial capabilities through HSA demonstrations and pilot efforts to scale quickly into a resilient, multi-orbit architecture supporting the DoD’s vision for seamless, uninterrupted global communications. These efforts exemplify the power of whole-of-government and industry collaboration in delivering real-world capability at speed,” Lt. Col. Tim Trimailo, director of Space Systems Command’s Commercial Space Office (COMSO), said in a statement. Trimailo recently took the helm at COMSO following the departure of Col. Richard Kniseley in April.

The 12 new firms added to HSA include Capella Space, EdgeCortix, Eutelsat America Corp./OneWeb Technologies, Fairwinds Technologies/AST Space Mobile, Illumina Computing Group, Lockheed Martin, MapLarge, SES Government Solutions, Skycorp, SkyFi, Ursa Space Systems and Viasat.

DIU already had 12 companies working on the project after handing out initial contracts in 2022: Aalyria Technologies, Amazon Web Services, Amazon Kuiper, Anduril, Astranis Space, ATLAS Space Operations, Enveil, Google, Palantir, Planet Labs Federal, Microsoft and SpiderOak.

The upcoming prototype demonstrations will occur across U.S. Indo-Pacific Command, U.S. European Command, U.S. Central Command and U.S. Southern Command, DIU said in a news release. Specifically, the vendors will develop and demonstrate different technologies that enable space-based data collection, transport, processing and dissemination to various military units.

“The HSA network has the potential to increase network resilience by employing multi-path routing of communications to optimize data transport and mitigate adverse effects caused by weather or other obstructions,” the DIU release stated. “HSA seeks to integrate commercial persistent sensing, data fusion, high-performance edge compute and resilient data transport capabilities to significantly enhance real-time access to information.”

The HSA team is also preparing to activate a “live hybrid network for demonstrations, exercise support, and further integration of tactics and warfighting capabilities,” per the release.

Over the last few years, the Space Force has sought to take advantage of the rapidly growing commercial space industry as a way to incorporate the latest technologies and capabilities into its systems. The service’s 2024 Commercial Space Strategy calls for commercial solutions to be integrated into a “hybrid space architecture,” while also identifying seven mission areas where commercial capabilities are most beneficial.

“DIU’s ability to rapidly integrate and deliver a hybrid space network architecture is testament to its process of allowing commercial innovators to solve complex problems at speed and scale by applying their solutions to DOD’s problems,” Steve Butow, director of DIU’s space portfolio, said in a statement.

The Defense Innovation Unit and U.S. Northern Command are set to launch two opportunities Monday that are designed to accelerate the military’s access to capabilities that can detect, track and counter certain enemy drones, while reducing risks to people and assets on the ground.

In a press release and conversations over email, officials unveiled a new prize challenge for low-cost sensing technologies to enhance counter unmanned aerial systems and — in partnership with the Joint Counter-small UAS Office — a new solicitation for “low-collateral defeat options” that can be quickly integrated into existing C-sUAS programs of record across the joint force via the Replicator initiative.

“DIU’s low-cost sensing prize challenge combined with the LCD [solicitation] are a part of the overall strategic push to get after the toughest challenges and most pressing C-UAS problems identified by the warfighter,” David Payne, the unit’s C-UAS program manager, told DefenseScoop.

The new announcement marks the latest move associated with the Defense Department’s high-stakes — but hush-hush — Replicator effort. 

DOD leadership under the Biden administration established Replicator in August 2023 as a key military technology and procurement modernization initiative. At the time, it was billed as a strategic campaign to confront China’s massive, ongoing military buildup by incentivizing U.S. industrial production capacity and the DOD’s adoption of advanced warfare technologies en masse — through replicable processes — at a much faster pace than has been achieved before.

Tranches within the first capability focus area, Replicator-1, broadly encompass the purchase and making of loitering munitions and other technologies associated with all-domain autonomous systems. In September 2024, Pentagon officials revealed plans to prioritize the high-volume production of C-UAS capabilities through Replicator-2.

In DIU’s press release, officials wrote that Replicator aims to “deliver strategic capability and to build new innovative muscle for” DOD, and that the forthcoming solicitation aligns with the Trump administration’s recent executive order entitled “Modernizing Defense Acquisitions and Spurring Innovation in the Industrial Base.” 

The solicitation will be open for submissions from industry through May 16. 

Officials also noted that the call for LCD capabilities is envisioned to supply the military with the “most effective defeat options” for increasingly complex and custom-built drones — and also “help to minimize risk to friendly forces, civilians, and infrastructure in the homeland and abroad.”

“North America faces a variety of non-traditional threats, and key among these is the use of small uncrewed aircraft systems operating near installations and critical infrastructure — addressing these threats is a top priority and essential task,” NorthCom Commander Gen. Gregory Guillot said in the press release. “Partnering with DIU to employ low-collateral defeat capabilities is one example of how we are developing the forward-looking capabilities and policies necessary to ensure a seamless and well-coordinated defensive enterprise.”

The call for capabilities will also build on other ongoing DOD technology-enabling efforts, including collaborative work with the United Kingdom.

A DIU spokesperson told DefenseScoop that this is the first time the unit launched a bilateral commercial solutions opening where the U.K. government’s Ministry of Defence was involved from the start. They also confirmed that this effort “is very much part of the new U.K. Defence Innovation organization that will officially be stood up in July.” 

“This is both nations leveraging the commercial sector to develop novel technology to solve a defense requirement,” the spokesperson said.

Regarding the separate prize challenge that DIU is also posting Monday, the official said that it seeks “to enhance the DOD’s [C-UAS] capabilities while addressing cost and scalability limitations associated with traditional radars, optical sensors, and radio frequency detection systems.”
