Defense startup Slingshot Aerospace has created an artificial intelligence capability that allows the Space Force to train guardians for real-life satellite tactics and maneuvers, the company announced Tuesday.

The Thinking Agent for Logical Operations and Strategy (TALOS) tool is an AI-powered agent able to study and clone various spacecraft operations into a simulated environment of the space domain, according to a Slingshot news release. Members of the Space Force have already tested and used TALOS during training exercises, and the company is now looking at how the technology can assist the service even more.

“TALOS builds upon years of collaboration with the U.S. Space Force’s Operational Test and Training Infrastructure (OTTI) and Slingshot’s proven virtual environments,” Slingshot Aerospace CEO Tim Solms said in a statement. “It embeds AI agents that simulate realistic threats, optimize real-world operations, and support mission command decision-making with unprecedented speed and precision.”

The tool was built leveraging Slingshot’s behavior cloning pipeline, which allows AI agents to learn how to perform a task by directly imitating an example from the real world. According to the company, TALOS is geared towards replicating and simulating satellite tactics, including “representative behaviors, space warfare maneuvers and dogfighting strategies.”

“Once assigned a mission, TALOS evaluates its surroundings, reasons through potential strategies and tactics, and executes its objective within a simulated, physics-accurate orbital environment,” a company news release stated.

Although TALOS is relatively new, the Space Force’s 57th Space Aggressor Squadron — the service’s unit that provides simulations of adversary space systems that can be used during training — recently tested the tool during exercises. Guardians used TALOS to create realistic and adaptive simulations of enemy satellites and their behaviors, as well as during the planning phase of the service’s first Space Flag exercise.

As the Space Force undertakes a large effort to build out its training infrastructure under the Operational Test and Training Infrastructure (OTTI) program, service officials have highlighted capabilities like TALOS as important tools for modernization. OTTI is envisioned as a high-fidelity virtual environment that will rely heavily on AI-enabled capabilities that can automatically simulate threats to critical space systems.

As a leading player in the Trump administration’s new high-priority plan to “unleash American drone dominance,” the Pentagon is moving to reduce bureaucratic barriers and speedily expand the quantities and types of U.S.-approved autonomous systems military personnel can access for operations across warfighting domains, senior officials told a small group of reporters at the Pentagon on Wednesday.

“We will speed up the timeline of rapid innovation. We have to, on behalf of our warfighters, on behalf of the threats that we face around the globe, on behalf of the changing face of warfare,” Secretary of Defense Pete Hegseth said.

During the “Multi-Domain Autonomous Solutions” event in the Pentagon courtyard, Hegseth and other Defense Department leaders shared new details about their near-term plans to quickly and drastically enhance the military’s drone arsenal, and deepen partnerships with producers across the sprawling American industrial base as they confront a range of contemporary policy and supply chain challenges. 

Eighteen autonomous prototypes currently under accelerated development to support joint military operations were showcased at the event, which was hosted by the Office of the Under Secretary of Defense for Research and Engineering. 

Some of those systems included the long-endurance unmanned aerial system with a 36-foot wingspan dubbed Vanilla and the Global Autonomous Reconnaissance Craft, or GARC — a small unmanned surface vehicle that can deploy independently or as a swarm.

“[This is] really a whole effort to sort of adapt to the current threat environment, which has changed in the last … year. And what you see here is a response to that. And you’ll see continued iterations — we are not stopping. This is just the beginning of what a rapid program looks like, and a rapid effort looks like,” Undersecretary of Defense for Research and Engineering Emil Michael told reporters.

The prototypes on display, he noted, went from concept to development in an average of 18 months.

“It’s an extraordinary achievement. This kind of thing was going to take five, six years,” Michael said.

It’s no secret that over the last half-decade, the U.S. military has increasingly faced serious challenges with buying, integrating and defending against unmanned systems. Further, while America has excelled at producing sophisticated, high-priced drones, the industrial base is struggling to compete with the proliferation of smaller and lower-cost systems being developed by China, Iran and other adversaries.

DOD leaders during the Biden administration launched the Replicator initiative in August 2023, with the overarching vision to accelerate industrial production and the military’s adoption of different drones in multiple combat domains through replicable processes by mid-2025. Future plans to continue or cancel that effort have not been revealed by Trump appointees to date.

“This is not the Replicator initiative,” Deputy Assistant Secretary of Defense for Prototyping and Experimentation Alex Lovett said at the event. “The Replicator phase I tranche was looking at scaling. What we were able to do is — and you’ll see some of the platforms here were also participating in the evaluation of that — but our experimentation identified capabilities that were ready to scale for some of those.”

DOD’s new approach to “rapid prototyping experimentation,” according to Lovett, marks the institutionalization of the now defunct Rapid Defense Experimentation Reserve (RDER), also set up under the Biden administration, to get new technologies in the hands of combatant command users as early as possible for testing and refinement.

“What we learned is: Yes, that is good and it is working. We don’t need a separate program telling me to go do RDER. We’ve adopted that and established [Mission Capabilities] under Mr. Michael as an entire directorate that does mission-based analysis, engineering experimentation, and operational assessment to facilitate the transition. So we’ve completely adopted that, and we’re continuing to do operational experimentation,” Lovett explained. 

Technology Readiness Experimentation (T-REX) events were a key component of those RDER pursuits in recent years. 

For now, the T-REX live-fire exercises and prototype demonstrations are set to continue to unfold at least twice a year to help military users assess the capabilities of new and innovative technologies for use in real-world operations.

“If you’re looking for a new initiative, part of this enabling of drone dominance [per Hegseth’s guidance] is the services now are standing up, [first-person view] drone schools and drone capabilities. At this next T-REX [in August], we will be starting to host ‘Top Gun’ school. We’re going to start playing red versus blue. Their best will come after our best defenses,” Lovett told DefenseScoop at the event.

“We are [also] looking at how to expand our T-REX too, in conjunction with NASA and the [Federal Aviation Administration] and the department. So again, across the whole federal government, that says we’re working together and breaking down the barriers,” he said.

All of the drones on display Wednesday already passed through the T-REX program and are being evaluated by the services for transition and fielding.

“What we’re trying to do is lower the barriers [and] invite more people in to do experimentation if they want to — but there’ll be other kinds of things [as well],” Michael said.

In his view, President Donald Trump’s recent drone-accelerating executive orders and Hegseth’s related memorandum will help address policy constraints and open the DOD’s aperture for drones and systems to accept.

“[They] say, ‘Hey, we’re open for business. We want your inventions. We want you to be qualified on our [Blue UAS] list, and we want the services to see what you can have — so you can build it, so that they can buy it,’” Michael said.

The undersecretary declined to comment on any forthcoming plans to change or cancel the 14 critical technology areas identified under the previous administration for strategic and focused investments. 

In response to questions from DefenseScoop on that topic, Michael responded: “It’s drone day!”

The Space Force has officially kicked off its largest exercise to date known as Resolute Space 2025, a weeks-long event that will pit guardians against realistic simulated threats, according to service officials.

Over 700 Space Force personnel stationed at multiple military bases are participating in the exercise, where guardians will test and train on space-based capabilities to conduct orbital warfare, electromagnetic warfare, cyber warfare and more. During the event, the service will present threat-informed scenarios simulating a fight with an adversary and allowing for troops to use operational military satellites — as well as commercial assets — to counter them.

“As the scenario increases in challenges and complexity, this gives our blue forces a thinking adversary to spar against,” Lt. Col. Shawn Green, commander of the Space Force’s 527th Space Aggressor Squadron, said Tuesday during a briefing with reporters. “Our goal is to create a relevant, realistic, informed threat replication for blue to fight through so that we can increase the probability of success in war.”

Resolute Space 2025 is part of the Department of the Air Force’s massive exercise known as Resolute Force Pacific (REFORPAC), intended to demonstrate the ability of both the Air and Space Forces to rapidly deploy against adversaries in the Indo-Pacific. It is a central piece of the DAF’s new Department Level Exercise (DLE) series that includes other major Air Force training events, such as Mobility Guardian and Bamboo Eagle, happening concurrently.

The Space Force’s exercise began July 8, and will feature guardians stationed at Joint Base Pearl Harbor-Hickam in Hawaii, as well as Peterson, Buckley and Shriever Space Force Bases, according to the service. Other personnel stationed throughout the Indo-Pacific will also participate in Resolute Space 2025, which is slated to wrap up in early August.

To simulate enemy capabilities and attacks, Green said the Space Force created a mission planning cell that will synchronize fires across space-based orbital, cyber and electromagnetic warfare — presenting various moves and countermoves that guardians will have to fight through.

Resolute Space 2025 will also integrate with elements of the REFORPAC exercise, which aims to ensure the Space Force can effectively fight alongside the Air Force in the future.

“We are working to fuse our different mission areas with the time-phased scheme of maneuver as part of the larger scenario,” Green said. “We’re doing that by providing space electromagnetic warfare, orbital warfare [and] cyber warfare. And we’re using those types of activities to fuse into this large, globally integrated exercise for live, virtual, synthetic scenarios so that our training is realistic, relevant and challenging.”

Col. Jay Steingold, Resolute Space director, told reporters that the exercise also spans across other key mission areas — including space domain awareness; satellite communication; positioning, navigation and timing (PNT); intelligence, surveillance and reconnaissance (ISR); missile warning; command and control; and military-commercial integration.

Personnel will be able to use on-orbit space assets designed for training guardians, as well as satellites owned by commercial partners during the exercise, Steingold added.

“We have satellites that we are able to utilize to provide training for our U.S. Space Force guardians, whether that be an understanding of how they quote-unquote fly, or in terms of payload capacities and capabilities and general training on orbit,” he said. “We’re certainly leveraging our commercial partners and their capabilities — not only from their developmental standpoint, but also what they bring to bear in terms of cost savings.”

While the Space Force has held exercises in the past, those events were largely focused on individual mission areas and not at the scale of Resolute Space. Steingold said that while large-scale exercises are costly and time-consuming to plan and execute, participating in Resolute Space 2025 is imperative to improving the service’s capabilities, training and overall integration with the joint force and international allies.

“This is the opportunity to really dig in and find out if we have any weaknesses whatsoever, so we can fill them,” he said. “Whether it’s capabilities that our [Operational Test and Training Infrastructure] partners can bring from a training environments perspective, to actual warfighting capabilities that we need to take us further into the future to ensure the safety and security of the space domain.”

The Silicon Valley-headquartered Defense Innovation Unit released a new solicitation Wednesday for unmanned underwater vehicles, including “one-way attack” systems.

Via its commercial solutions opening contracting mechanism, DIU is trying to find solutions that meet the U.S. military’s need for undersea kamikaze drones and UUVs that can be launched from submarines.

To address the first challenge, the organization is looking for hunter-killer systems that can be deployed from a government-provided platform or pier.

“The host vessels can either be surface or housed subsurface and most likely be uncrewed. The vehicle must be able to deliver a payload with the speed and endurance necessary to hone in and interdict a static or moving target,” per the solicitation for low-cost “undersea effectors.”

The Defense Department is aiming to acquire systems that are about 12.75 inches in diameter, 120 inches in length, and less than or equal to 800 pounds while equipped with government-furnished payloads.

To address the second challenge, DIU is also on the hunt for UUVs that can be launched and recovered via a torpedo tube without the need for drivers.

“The Vehicle should operate for at least 2 days and/or 120 nautical miles while operating with a payload,” officials wrote. “The proposed UUV should be able to support multiple communication pathways to the host submarine. Tethered options will be considered. Accurate long-range navigation systems limiting the need for GPS, transponders, or bottom lock is preferred.”

The system must not be more than 21 inches in diameter and 256 inches in length, according to the solicitation.

DIU noted that the DOD has a critical need for “affordable small and medium” UUVs that can perform intelligence, surveillance and reconnaissance, and expeditionary missions.

“Current and legacy systems are designed to be multi-mission, exquisite systems requiring long production timelines, significant training, reconfiguration prior to mission, and technical experts to process data. However, there are situations where a single use, mission specific UUV can be more desirable to the end user in the kinetic, ISR, and expeditionary domains,” officials wrote.

DIU has played a major role in the Pentagon’s Replicator initiative, which aims to add thousands of low-cost uncrewed systems and counter-drone platforms to the U.S. military’s arsenal. The solicitation released Wednesday didn’t explicitly say whether it was tied to Replicator efforts, but it appears to be focused on those types of technologies.

Industry responses to the solicitation are due July 24.

The DOD is looking to award other transaction agreements.

“Companies are advised that any prototype OT agreement awarded in response to this [effort] … may result in the award of a follow-on production contract or transaction without the use of further competitive procedures. The follow-on production contract or transaction will be available for use by one or more organizations in the Department of Defense and, as a result, the magnitude of the follow-on production contract or agreement could be significantly larger than that of the prototype OT,” officials wrote.

While the Trump administration’s recently-issued executive order on “Unleashing American Drone Dominance” places a sharp focus on civilian use of unmanned aircraft, the new policy also includes multiple provisions that could have implications for Pentagon and military personnel.

“The Department of Defense must be able to procure, integrate, and train using low-cost, high-performing drones manufactured in the United States,” President Donald Trump wrote in the directive.

This new EO comes at a time when autonomous systems are increasingly proving to be game-changing on contemporary battlefields. Yet despite major investments, all of America’s military services are confronting serious challenges in adopting and deploying different-sized and affordable drones for widespread use.

DefenseScoop asked former defense officials and national security experts to share their analyses regarding the order, in separate conversations following its release last month.

“At first glance, the EO is directionally sound — it signals a strategic interest in accelerating the adoption of commercial unmanned aerial systems in the U.S. and reducing barriers to their use, particularly for testing and training,” Lauren Kahn, senior research analyst at Georgetown University’s Center for Security and Emerging Technology, said. “That’s a positive step.”

David Rothzeid — a venture investor at Shield Capital, Air Force reservist and Defense Innovation Unit alum — echoed that sentiment, saying he views the EO “as a positive and timely move that supports both national security and the U.S. innovation ecosystem.”

“It sends a meaningful demand signal to American entrepreneurs and primes the broader market to accelerate development,” he told DefenseScoop. “That said, although the EO is well-aimed, its long-term impact will depend on execution.” 

A longtime procurement official, Rothzeid previously led acquisition pathways at DIU. He argued that the DOD at this point needs to “avoid repeating past mistakes where adversaries seized technological leads due to” slow adoption and over-classification postures at the Pentagon. 

“For example, the proliferation of Chinese-created DJI drones in both consumer and defense sectors continues to exacerbate our domestic sourcing. By failing to incubate and scale domestic alternatives earlier, we inadvertently ceded a portion of the Group 1 UAV market to foreign influence,” Rothzeid said, referring to drones on the small end of the spectrum.

Tucked into the new EO is a line that directs the department and military leadership to identify programs that hold potential to be “more cost efficient or lethal” if replaced by drones — and to submit a report to the president on their findings within 90 days of its publication.

“This is included as almost a throwaway because DOD has been doing that during its budget and strategy review,” Mark Cancian, a senior adviser at the Center for Strategic and International Studies, told DefenseScoop.

He pointed to the Army terminating its Apache attack helicopter replacement program, noting that determination was “likely driven by a desire to use drones.”

“Other examples are the large increase in funding for the [Air Force’s] collaborative combat aircraft — a drone that would accompany manned aircraft — and endorsement of the Replicator program, which seeks to develop drone swarms and was started by the Biden administration,” Cancian said.

In Kahn’s view, that specific provision regarding recommendations on drones to replace legacy weapons “risks becoming a box-ticking exercise if services nominate programs they were already planning to retire.”

“However, if taken seriously and used to spur some of the efforts already underway in the department to accelerate the adoption of cheaper, attritable, drones and other precise mass capabilities, it could help rebalance a force still over-invested in costly, vulnerable legacy systems,” she said.

“As Ukraine and Israel have shown in recent days with Operations Spider’s Web and Rising Lion, low-cost UAS can impose asymmetric costs and scale far faster than exquisite platforms — making them strong candidates to replace select ISR, strike, or base defense assets. Still, systems shouldn’t be replaced just for the sake of it; the goal is a high-low mix where attritable drones complement, not supplant, more advanced capabilities,” Kahn told DefenseScoop.

Despite being titled “Delivering Drones to Our Warfighters,” Section 9 of the order spotlights elements that she considers more associated with airspace issues and training — and “less about breaking down challenges the department faces when it comes to acquiring, sustaining, and rapidly scaling UAS, and other emerging capabilities.”

Khan further noted that the EO “entirely overlooks” unmanned surface vehicles, unmanned underwater vehicles, and other autonomous and remotely crewed systems.

Meanwhile, “a welcome provision is the push to allow all platforms on the Blue UAS list to operate on military installations without requiring policy exceptions,” she told DefenseScoop.

Managed by DIU, Blue UAS is a Pentagon program that is designed to help the department rapidly pinpoint and approve secure commercial drones for government use.

“That’s the kind of specific change that can have outsized operational impact by enabling more rapid experimentation and deployment. However, it largely emphasizes access to airspace — an essential and persistent issue, particularly when it comes to deconflicting some of the challenges of airspace above military installations that the DOD itself faces,” Khan said, adding that the directive “largely targets known, second-order problems rather than the deeper, more significant structural barriers the DOD faces when adopting UAS at scale.”

Tom Adams, director of public safety at DroneShield, also said the EO marks a step in the right direction, but suggested more needs to be done.

“[There] were some noticeable gaps in the language related to the authorities for public safety, and critical infrastructure, for example, that I believe is meant to be addressed with more formal legislation,” he said. “I’m looking forward to seeing how Congress tackles this issue that is so crucial to the security of the homeland.”

Rothzeid also spotlighted the directive’s Blue UAS provision in his discussion with DefenseScoop. To him, it’s “critical” for DOD to expand that list and update it with newly approved industry-made capabilities more frequently. 

“There are new players with innovative UAS platforms popping up in the space all the time — and while it’s important to make sure UAS platforms are secure and compliant — being more flexible to let new vendors in will accelerate the pace of innovation by widening the number of platforms DOD can procure rapidly,” he said.

Rothzeid offered several other suggestions, beyond what was covered in Trump’s order, that could help the military more rapidly field combat-ready drone systems. 

He recommended DOD improve companies’ access to testing ranges, particularly for drones that are built or modified to withstand interference from electromagnetic sources for emergency response or other purposes.

“Startups consistently face delays and red tape when trying to test their systems in realistic electromagnetic environments. This is a critical gap, especially considering that several U.S. platforms sent to Ukraine failed due to inadequate battlefield resilience,” Rothzeid said.

He additionally urged the Trump administration to ensure that the demand signal from the new EO is supported by budget allocations in the near term to enable its implementation. 

“Ultimately, policy without procurement falls flat. If this EO is to deliver on its promise, DOD will need to match it with funding, contracting pathways, and accountability to ensure real dollars flow to companies building these next-generation systems,” Rothzeid told DefenseScoop.

America’s military is supplying its closest counterparts in Africa that share overlapping security interests with vital information and intelligence assets — as numerous terrorist groups pose escalating threats and China deliberately expands its social and technological influence across the world’s second-largest continent. 

In a telephonic press briefing Thursday, Marine Corps Gen. Michael Langley, commander of U.S. Africa Command, shared recent developments on the security conditions in the Sahel and elsewhere. He also shed light on his team’s new approach to enable more African-led solutions that confront contemporary risks, at a time when the continent is seen as an “epicenter” for terrorism, and insurgencies continue to make strides against local forces.

“We are leaning into empowerment over dependency. The United States is actively supporting African militaries through targeted training, advanced intel-sharing and help building institutions that can endure over time,” he told reporters.

Africom continues to evolve since it became a fully operational combatant command in 2008. The organization is primarily responsible for overseeing and conducting U.S. military operations, exercises, and security cooperation in its area of responsibility, which covers 53 African states that encompass more than 800 ethnic groups.

Building on policy shifts at the end of the Biden administration — and in alignment with President Donald Trump’s second-term vision to reduce the U.S. military’s global footprint in favor of homeland defense and a focus on the Indo-Pacific — Africom in recent months has been pulling back its physical presence around certain African nations and pushing those partners to assume more responsibility for their security. 

Langley briefed reporters Thursday from Nairobi, Kenya, where he is participating in the annual African Chiefs of Defense Conference with representatives from 37 African countries. There, he’s been engaging in what he referred to as “powerful dialogue.”

“These conversations reaffirm something critical: African nations are not waiting to be saved. They’re stepping up to take control of their own futures,” he said.

One topic addressed during the conference sessions was African militaries’ intent to “match” technological capabilities to existing threats — and ultimately counter them across multiple domains.

“Most pressing was the information domain, and being able to operate at the speed of relevance and getting information out there to shape the operational environment, to shape the strategic environment. They see their ability to be able to do that for stability and security as important. And then also capabilities to protect the force, whether it be because of the asymmetric capabilities that violent extremist organizations can bring to bear, especially through [unmanned aerial systems] and drone technology. Our partners really want the leading edge-type technologies to protect the force,” Langley told DefenseScoop. “So, that forum gave the opportunity for a number of countries to talk about their initiatives going forward and how they can collaborate on sharing information and intelligence.”

While Africom pivots its approach to more directly assist its partners with becoming more self-sufficient, the commander noted, China is trying to “replicate every type of thing” the U.S. military is doing on the continent. Both China and Russia are also influencing African communities by offering short-term economic gains that could impact America’s national security interests in the years to come.

However, Langley said the command’s top strategic priority at this time involves countering threats to the U.S. homeland from terrorist factions — “the most dangerous of which are based in Africa.”

“Let me speak plainly about the threats we’re facing, especially in the Sahel region, including Mali, Burkina Faso and Niger. It is the flashpoint of prolonged conflict and growing instability. It is the epicenter of terrorism on the globe. Terrorist networks affiliated with ISIS and Al Qaeda are thriving, particularly in Burkina Faso, where the government no longer controls vast parts of its own territory,” Langley explained.

Extremist groups are simultaneously gaining ground across the Lake Chad regions as attacks are resurging.

“Throughout my travels across West Africa and through dialogue here at the conference, the concerns shared by my peers match my own. One of the terrorists’ key goals now is access to the West Coast of Africa. If they gain access to the vast coastline, they can diversify their revenue streams and evolve their tactics more easily — exporting terrorism to American shores. These terrorists conduct illicit activity like smuggling, human trafficking and arms trading. All these activities that fund their nefarious actions and destabilize the region,” Langley said. 

“That’s why our coastal partners, like Ghana, Cote d’Ivoire and Benin, are relentlessly fighting along their northern borders to keep these threats at bay. Africom has and will continue to support them,” he added.

Since 2022, according to Langley, some terrorist factions have multiplied by up to fourfold around the continent.

In response to these threats and in line with its new strategic approach, Africom has been encouraging its international partners outside of Africa to increase burden-sharing. The command is also focused on helping its allies confront instability and other root causes of terrorism.

Further, early into his second administration, Trump made a policy change that empowered combatant commanders with expanded authorities that allow them to take faster action against “violent extremist organizations,” or VEOs.

“When [Defense Secretary Pete Hegseth] gave me guidance on Africa, he really said his number one priority for me to execute was to be able to hit ISIS, who is inextricably linked to global capabilities, and has a high aspiration and capabilities through their networks to attack the homeland. That was the first priority for me — and yes, with those authorities we’ve been able to execute operations to be able to turn them, degrade them, or affect deterrence of their operations. So, that’s in the name of him telling us to match capabilities to the threat,” Langley told DefenseScoop.

An armored unit is poised to advance electromagnetic deception capabilities and techniques for the Army during a rotation in Germany.

1st Armored Brigade, 3rd Infantry Division is in Hohenfels, Germany, as part of Combined Resolve 25-02, a U.S., NATO and multi-partner exercise focusing on interoperability, that’s slated to take place from May to June. That unit has been designated as a so-called “transforming-in-contact” unit. That Army concept aims to speed up how the service buys technologies and designs its forces by injecting emerging capabilities into units and letting them experiment with them during exercises and deployments.

The unit has conducted four transforming-in-contact events to date — to include activities at home station and a rotation at the National Training Center at Fort Irwin, California, last year where they encounter a full force-on-force conflict against an opposing enemy.

During that event, 1st Brigade began testing out tactics and technologies for electromagnetic deception to trick the enemy into thinking its forces were in one place, even though they were actually in another location. They recorded what the electronic emissions of their command posts looked like and played those recordings back on the battlefield for the opposing force.

“Our first iteration with the deception command post out here at NTC we had great effects, where the OPFOR attacked it. At NTC, I did not have to move my brigade command post once because of enemy indirect fire, enemy contact,” Col. Jim Armstrong, 1st Armored Brigade Combat Team, 3rd Infantry Division commander, told reporters this week.

The unit placed those signatures in locations where personnel thought the enemy would look for a command post, played the signatures and put the real command posts somewhere else.

The opposing force attacked the fake command post, revealing its own position and making it vulnerable to attack.

One of the biggest lessons from Russia’s incursions into Ukraine — from 2014 to its latest invasion — is how units can be located and targeted with kinetic munitions solely based on their emissions within the electromagnetic spectrum.

In addition to pushing units to reduce their overall signatures, the Army is pursing technologies that will allow them to deceive the enemy and even hide in plain sight.

“Commanders must be able to see themselves to control their emissions and defeat the enemy’s ability to sense, identify, locate, and target them. This is critically important when observations from current conflicts around the world show there are eight minutes from identification in the EMS to artillery impacting on the detected location of said emission,” the Army’s Multidomain Operations Range Guide states.

That effort is a partnership between the Cyber Center of Excellence and Intelligence Center of Excellence to inform how units conduct electromagnetic spectrum training at combat training centers and home stations.

In many cases, it is back to the future for the Army in electromagnetic spectrum operations as a whole — having divested much of its gear and tactics following the Cold War — and decoys especially. The service is looking to regrow that tradecraft and expertise as adversaries view electronic warfare as an essential tool for gaining and maintaining information superiority.

“Our adversaries employ world-class EW forces that support denial and deception operations and allow identification, interception, disruption, and, in combination with traditional fires, destruction of adversary command, control, communications, and intelligence capabilities,” the Multidomain Operations Range Guide states. “Near peers have fielded a wide range of ground-based EW systems to counter GPS, tactical communications, satellite communications, and radars. Additionally, their EW fuse with cyber operations enables their forces to corrupt and disable computers and networked systems as well as disrupt use of the EMS. Our adversaries aspire to develop and field a full spectrum of EW capabilities to counter Western Command, Control, Communications, Computers Intelligence, Surveillance and Reconnaissance (C4ISR) and weapons guidance systems.”

The Army has tested other systems in the past capable of replicating the service’s assets — such as company to division level radio frequency signatures — to confuse and deceive enemy signals collection.

Those tools were able to collect the signals and signature profile of a command post — or anything that emits — and copy it to rebroadcast as a decoy. Some of the systems can be deployed to mimic a command post so the enemy doesn’t know exactly where the command post is or which one is the real command post.

Other units around the Army and as part of their transforming-in-contact rotations have sought to use electromagnetic deception, albeit in different ways depending on the enemy they faced or the terrain they were in.

2nd Brigade, 101st Airborne Division last year strapped $30 raspberry pi’s to small drones and used them as electronic decoys against its enemy, to great effect, according to after-action briefs.

However, that wasn’t necessarily a tactic that would work for 3rd Brigade, 10th Mountain Division, which conducted its rotation in January at Hohenfels as part of the last Combined Resolve event. The opposing force it faced would typically confirm electromagnetic detection with visual confirmation. That meant that in contrast to the setup for the 101st, where the enemy would simply detect the signal and fire upon it, if a signal of interest was discovered the opposing force would have to send a scout or a drone to validate that there were physical assets there.

Understanding that, 3rd Brigade paired inflatable M777 howitzers with its decoys, providing the physical evidence needed to deceive the enemy.

Following its National Training Center rotation, 1st Brigade, as well as 3rd Infantry Division as a whole, will be using its rotation in Hohenfels and Combined Resolve to build on operations using electronic deception designed to replicate EMS emissions, according to a spokesperson.

1st Brigade will be the first armored transforming-in-contact unit to participate in Combined Resolve.

The first iteration of transforming-in-contact, TiC 1.0, featured three light brigades. TiC 2.0 is focused on armored formations and divisions as a whole — to include enabling units such as artillery and air cavalry brigades as well as Multi-Domain Task Forces, some Army special operations units and National Guard units.

The division spokesperson declined to provide specific details regarding the deception capability for security reasons, but noted the decoy command post has both a physical and an electromagnetic spectrum component.

“There are 9 doctrinal forms of contact (visual, direct, indirect, non-hostile, obstacles, aircraft, [Chemical, Biological, Radiological, and Nuclear], and electronic) and the deception command post is designed to mimic as many of them as possible,” they said.

BALTIMORE — The Defense Department’s chief information officer has published an updated roadmap detailing the organization’s plans to support continued growth of the Pentagon’s software factory ecosystem and enterprise cloud program.

The CIO’s recently released software modernization implementation plan for fiscal 2025 and 2026 marks another call from Pentagon leadership for the entire department to improve delivery of software-based capabilities. The document lists three key goals for the next two years — focusing on software factories, enterprise cloud and transforming processes — as well as specific tasks for each goal that aims to improve overall software modernization.

The goals and tasks in the document build upon the DOD CIO’s first software modernization implementation plan for fiscal 2023 and 2024. According to the new roadmap, the Pentagon completed 27 out of 41 of the tasks outlined in the previous plan, carried 12 tasks over to FY25 and FY26 and combined two tasks with others in the updated document.

Rob Vietmeyer, chief software officer for the deputy CIO for information enterprise, said that while working through the goals in the first implementation plan, the office realized that some of the associated tasks weren’t mature enough to fully execute on.

“For a small portion, we learned that we didn’t know enough about a couple of those activities, so we dropped them. And then some of them, we were maybe over aggressive or they evolved,” he said Wednesday during a panel discussion at AFCEA’s TechNet Cyber conference. “I’ll say, from an agile perspective, we didn’t have the user score exactly right, so some of these stories have continued into the implementation plan two.”

The first goal outlined in the new plan is to accelerate and scale the Pentagon’s enterprise cloud environment. Along with its multi-cloud, multi-vendor contract known as the Joint Warfighting Cloud Capability (JWCC), the department also has a number of other efforts aimed at providing cloud infrastructure overseas and at the tactical edge. 

Vietmeyer said that even though JWCC has been a relative success — noting that the department has awarded at least $2.7 billion worth of task orders under the program — the contract vehicle was “suboptimal” for large acquisitions. The CIO is currently planning for what it calls JWCC 2.0, a follow-on phase that adds more vendors and different contracting mechanisms to the program.

Beyond JWCC, the implementation plan calls for the establishment of additional contract options for cloud innovation — specifically geared towards small business and “niche providers” — that can be awarded before the end of fiscal 2026.

“In the implementation plan, we’re trying to build that next-generation cloud infrastructure and extend it. Not just looking at JWCC, but we’re also looking at how we extend for small business cloud providers,” Vietmeyer said. 

The document also offers guidance for Pentagon efforts to expand cloud access to the edge, such as through Stratus or the Joint Operational Edge (JOE) environments. In the next two years, the department will develop a reference design for an “underlying cloud mesh” that facilitates data transport, software development and information-sharing across different infrastructures overseas, according to the plan.

The mesh architecture would allow warfighters from one military service to access a cloud node operated by a different service, or one owned by the Defense Information Systems Agency, Vietmeyer explained.

“We’ve seen that one of the challenges is moving to a mesh type of architecture, so we can identify where computing infrastructure exists and allow the warfighters to take advantage [of it],” he said. “How do we start to build the ability for applications and data to scale across that infrastructure in a highly resilient way?”

Along with enterprise cloud, another goal within the updated implementation plan focuses on creating a Pentagon-wide software factory ecosystem that fully leverages a DevSecOps approach. The CIO intends to take successful practices from the various software factories in DOD and replicate them across the department, according to the plan.

“DoD must continue to scale success and bridge the right disciplines together … to ensure end-to-end enablement and realization of the software modernization vision and adoption of software platforms and factories organized by domain,” the document stated.

The CIO will also work to remove existing processes and red tape that prevents software developers from accessing critical tools and capabilities; increase the number of platforms with continuous authorization to operate (cATO) approvals; and create a DevSecOps reference design for artificial intelligence and software-based automation deployment.

Lastly, the implementation plan outlines multiple tasks geared towards evolving the Pentagon’s policies, regulations and standards to better support software development and delivery — including creating secure software standards, improving software deployment in weapons platforms and growing its workforce.

Although work to accelerate the Pentagon’s software modernization has been happening for years, leaders at the department have begun pushing for more focused efforts to remove bureaucratic red tape through new guidance — such as Secretary of Defense Pete Hegseth’s Modern Software Acquisition memo released in March, and the CIO’s new Software Fast Track (SWIFT) program.

“For modern practices to become the routine way of developing and delivering software, policy, regulations, and standards must be reviewed and updated,” the implementation plan stated. “DoD must work with DoD Components to update policy and guidance to reduce the barriers to adopting new practices and to accelerate software delivery and cybersecurity approvals to enable adoption of the latest tools and services.”

The Defense Innovation Unit and U.S. Northern Command are set to launch two opportunities Monday that are designed to accelerate the military’s access to capabilities that can detect, track and counter certain enemy drones, while reducing risks to people and assets on the ground.

In a press release and conversations over email, officials unveiled a new prize challenge for low-cost sensing technologies to enhance counter unmanned aerial systems and — in partnership with the Joint Counter-small UAS Office — a new solicitation for “low-collateral defeat options” that can be quickly integrated into existing C-sUAS programs of record across the joint force via the Replicator initiative.

“DIU’s low-cost sensing prize challenge combined with the LCD [solicitation] are a part of the overall strategic push to get after the toughest challenges and most pressing C-UAS problems identified by the warfighter,” David Payne, the unit’s C-UAS program manager, told DefenseScoop.

The new announcement marks the latest move associated with the Defense Department’s high-stakes — but hush-hush — Replicator effort. 

DOD leadership under the Biden administration established Replicator in August 2023 as a key military technology and procurement modernization initiative. At the time, it was billed as a strategic campaign to confront China’s massive, ongoing military buildup by incentivizing U.S. industrial production capacity and the DOD’s adoption of advanced warfare technologies en masse — through replicable processes — at a much faster pace than has been achieved before.

Tranches within the first capability focus area, Replicator-1, broadly encompass the purchase and making of loitering munitions and other technologies associated with all-domain autonomous systems. In September 2024, Pentagon officials revealed plans to prioritize the high-volume production of C-UAS capabilities through Replicator-2.

In DIU’s press release, officials wrote that Replicator aims to “deliver strategic capability and to build new innovative muscle for” DOD, and that the forthcoming solicitation aligns with the Trump administration’s recent executive order entitled “Modernizing Defense Acquisitions and Spurring Innovation in the Industrial Base.” 

The solicitation will be open for submissions from industry through May 16. 

Officials also noted that the call for LCD capabilities is envisioned to supply the military with the “most effective defeat options” for increasingly complex and custom-built drones — and also “help to minimize risk to friendly forces, civilians, and infrastructure in the homeland and abroad.”

“North America faces a variety of non-traditional threats, and key among these is the use of small uncrewed aircraft systems operating near installations and critical infrastructure — addressing these threats is a top priority and essential task,” NorthCom Commander Gen. Gregory Guillot said in the press release. “Partnering with DIU to employ low-collateral defeat capabilities is one example of how we are developing the forward-looking capabilities and policies necessary to ensure a seamless and well-coordinated defensive enterprise.”

The call for capabilities will also build on other ongoing DOD technology-enabling efforts, including collaborative work with the United Kingdom.

A DIU spokesperson told DefenseScoop that this is the first time the unit launched a bilateral commercial solutions opening where the U.K. government’s Ministry of Defence was involved from the start. They also confirmed that this effort “is very much part of the new U.K. Defence Innovation organization that will officially be stood up in July.” 

“This is both nations leveraging the commercial sector to develop novel technology to solve a defense requirement,” the spokesperson said.

Regarding the separate prize challenge that DIU is also posting Monday, the official said that it seeks “to enhance the DOD’s [C-UAS] capabilities while addressing cost and scalability limitations associated with traditional radars, optical sensors, and radio frequency detection systems.”

U.S. Special Operations Command has tapped Anduril to help the organization develop and deploy autonomy software that can coordinate the operations of a variety of drones and other robotic platforms on the battlefield, the company is set to announce Wednesday.

Under the three-year, $86 million deal, the contractor will serve as SOCOM’s “Mission Autonomy Systems Integration Partner,” according to a press release.

So-called “collaborative autonomy” capabilities are on the command’s technology wish list.

The organization’s new strategy document, dubbed “SOF Renaissance,” notes that special ops forces must be early adopters at the Defense Department of innovations in areas such as AIautonomous systems and cyber to enhance irregular warfare capabilities in complex operating environments.

“AI and uncrewed systems are changing warfare through increased automation and autonomy. This leads to more precise targeting and reduced risk to human personnel. The distinction between optimizing and generative AI is crucial and will be a game changer. Swarms of low-cost drones and remote explosive devices, using AI and autonomy, blur traditional human-machine boundaries on the battlefield. SOF must also use these systems to improve decisionmaking and situational awareness,” officials wrote in the document.

The command wants a variety of uncrewed systems for the air, land and sea domains. Officials are even eyeing robotic platforms that can operate in multiple warfighting domains, such as “multi-domain” micro drones and “Drone in a Box” technologies.

“To achieve the benefits of affordable enterprise capability, operators must be able to task teams of diverse, multi-domain autonomous systems to work together and execute a given mission. This requires mission autonomy software capable of integrating and coordinating multiple vehicles’ control systems, sensors, weapons, and other payloads to synchronize effects on the battlefield,” Anduril stated in a press release announcing the new contract award.

The company is touting its AI-enabled Lattice platform as an enabler of the autonomy software infrastructure that will give commandos the tools to interact and wage war with “teams of diverse autonomous systems” and deliver “coordinated mass effects.”

“As the Mission Autonomy Systems Integration Partner (SIP), Anduril will support USSOCOM in developing their infrastructure, enabling them to integrate, test, validate, and deploy government-owned and commercial mission autonomy software and enabling technology across their robotic platforms,” per the release.

The company plans to “prove out” software in the coming months via a series of demonstrations and integration events ahead of operational fielding.

This isn’t the first time that Anduril has been tapped by the Defense Department to provide these types of capabilities.

Last year, the company was one of three firms selected by the Defense innovation Unit to provide tools to facilitate “the automated coordination of swarms of hundreds or thousands of uncrewed assets across multiple domains in order to improve their lethality and efficiency.”

Anduril is offering its Lattice tech for that effort, which is supporting the Pentagon’s Replicator autonomous systems initiative.

“While these [unmanned] systems are valuable as single agents or swarms of like systems, they are most resilient and effective when they operate in combined teams that can collaborate with other types of systems across domains. Resilient C2 and collaborative autonomy vendors will enhance the effectiveness of these systems by providing user interfaces, collaborative autonomy architectures and software, and network orchestration,” DIU officials wrote in a release when the awards for the Autonomous Collaborative Teaming program were announced last year.
